Fed holds its rate range as two members favour a hike: the decision is not the future path
The October meeting left the federal funds target range unchanged, with dissent favouring tighter rather than easier policy. Implementation tools, the economic assessment and future policy signals need to be read separately.

The US Federal Open Market Committee (FOMC) voted 10–2 on October 28 to keep the federal funds target range at 3.75%–4.00%. Dissenters Lisa D. Cook and Beth M. Hammack preferred a 0.25-percentage-point increase at this meeting. The two opposing votes favoured tightening, not a rate cut, but they do not establish that the next meeting will necessarily bring an increase.1

Strong growth does not mean the inflation problem is solved
The committee's statement described economic activity as continuing to expand at a strong pace, with resilient domestic spending and strong productivity growth and capital investment. Employment growth was keeping pace with labour-force growth, and the unemployment rate had changed little. At the same time, the statement noted that inflation remained elevated and that geopolitical developments, among other factors, were contributing to uncertainty. The committee wanted to gather more information to determine the policy stance needed to return inflation to its 2% target in a timely manner.1
These assessments explain why acknowledging growth and remaining alert to inflation can go hand in hand. An economy that is not clearly losing momentum does not automatically provide a reason to ease policy; elevated inflation does not mean every member believes rates must rise immediately. This vote reflects different choices about the action to take now. The minority view should not be substituted for the decision that passed.
Beyond the target range: how rates are implemented
The implementation note published the same day specified that, from October 29, the interest rate on reserve balances would remain at 3.90%, the overnight standing repurchase agreement operations rate would be 4.00%, and the offering rate for overnight reverse repurchase agreements would be 3.75%. These are operational arrangements intended to keep short-term market rates close to the policy target, not uniform quoted rates for household mortgages, business loans or bank deposits.2
The federal funds rate itself applies to the market in which depository institutions lend reserve balances to one another overnight. The Fed's explanation of open market operations distinguishes two functions: standing repurchase agreement operations help limit upward pressure on rates, while overnight reverse repurchase agreements provide a supplementary tool for controlling the federal funds rate. The latter give eligible counterparties an overnight investment option, so they are generally unwilling to place funds with other counterparties at a lower rate.34
This also shows why keeping the target range unchanged does not mean that policy implementation stops. The rate decision sets the direction and range; the implementation tools maintain the conditions for transmission. A single operational rate should not be taken out of context and presented as a separate decision to raise or lower rates for the public.
The new information is the direction of dissent, not a promise about the next meeting
Any assessment of the policy path ahead must still turn to subsequent inflation, employment and economic data. The majority's current preference to wait and the minority's preference to tighten reflect the distribution of views at this meeting. Members' assessments may change as new data arrive. The statement did not provide a definite timetable for the next action.1
The meeting should therefore be read by separating three things: the target range that was approved, the operational arrangements taking effect the next day, and the future path that remains undecided. Financial markets' immediate pricing of the news can reflect changing expectations, but it cannot establish that the committee has committed to a particular action. Nor does it mean that financing costs for all borrowers will change at the same time or by the same amount.
