China’s National Energy Administration publicizes 93 AI-plus-energy pilot projects as MOFCOM renews countervailing duties on US n-propanol

The proposed 93 energy pilots span grid maintenance, battery storage diagnostics, and computing-power synergy, while MOFCOM extended 34.2%–37.7% countervailing duties on US n-propanol for five years.

93 proposed AI-plus-energy pilot projects enter a seven-day public comment window across eight energy sectors

The General Department of China’s National Energy Administration (NEA) published a notice on November 5, 2026 (Index No. 000019705/2026-000180, signed November 3, 2026), publicizing a list of 93 proposed "AI +" energy pilot projects for public comment from November 5 to November 11, 2026. Selected following expert review under NEA document No. 50 of 2026 (issued May 26, 2026), the projects start with Project #1 on intelligent decision-making for substation main equipment maintenance and span eight sectors: power grids, new energy business forms, thermal power, nuclear power, coal, hydropower, renewable generation, and oil and gas. State Grid Corporation of China and China Southern Power Grid lead 15 and 12 projects respectively, accounting for 27 of the 93 candidates.1

Among the 19 projects categorized under new energy business forms, applications cover full-lifecycle battery storage safety diagnostics, large-scale vehicle-to-grid (V2G) intelligent operations, green hydrogen and green fuel production optimization, virtual power plant dispatch, and direct green-power supply paired with computing-electricity synergy—including data center power coordination at the Ningxia Zhongwei hub. Because the November 5 notice initiates a seven-day pre-approval publicity period, written objections must be submitted under real names with factual evidence by November 11; the listing represents candidate selection rather than final project completion.1

MOFCOM extends 34.2%–37.7% countervailing duties on US n-propanol for five years and links farm purchases to reciprocal tariff cuts

On the same day (November 5, 2026), China’s Ministry of Commerce (MOFCOM) issued Announcement No. 55 of 2026, concluding its sunset review of countervailing measures on imported n-propanol (customs tariff code 29051210) originating in the United States. Following the original five-year duties introduced under Announcement No. 47 of 2020 and the review opened under Announcement No. 75 of 2025, MOFCOM determined that subsidies and material injury to the domestic industry would likely recur if the measures expired. With approval from the Customs Tariff Commission of the State Council, China extended the ad valorem countervailing duties for five years starting November 6, 2026, maintaining rates of 37.7% for The Dow Chemical Company, 34.2% for OQ Chemicals Corporation, and 37.7% for all other US companies. Beyond direct solvent and pharmaceutical uses, n-propanol is esterified into n-propyl acetate, an essential solvent for food packaging inks and a key component in new energy vehicle (NEV) lithium-ion battery electrolytes.2

At MOFCOM’s regular press conference on November 5, spokesperson Huang Ling also addressed broader bilateral trade files. Responding to questions after International Trade Representative Li Chenggang met a US agricultural delegation on November 2, Huang stated that China remains open to expanding purchases of US agricultural products, provided the bilateral "$30 billion for $30 billion" reciprocal tariff reduction arrangement is implemented. She also highlighted the China–Switzerland Free Trade Agreement upgrade protocol signed on October 30 (raising zero-tariff coverage above 99% of bilateral trade value), the November 4 Shanghai Host Country Agreement for the UNDP Global Center for Sustainable Development, and China’s concern over the European Union’s €2 handling fee on low-value parcels effective November 1 on top of the €3 tariff introduced in July. The NEA pilot publicity notice, the binding five-year countervailing duty ruling, and the diplomatic conditions stated at the press briefing carry distinct legal statuses.23
