China consults on vehicle-design rules with safety validation in focus

Four departments opened a consultation on vehicle innovation and development testing on October 10, accepting feedback until November 10. The proposed design restrictions and approval arrangements remain a draft.

China's Ministry of Industry and Information Technology, together with the public security and ecology ministries and the market regulator, published a draft notice on vehicle-design innovation and development testing on October 10. The official consultation runs from October 10 to November 10. The requirements have not been finalised; binding obligations will depend on the final published text.1

From demonstrating features to establishing safe use

From January 1, 2027, newly submitted products involving innovative designs would require additional technical parameters.2

The significant point is the connection between design information and product approval. If this approach is adopted, assessing a feature would also require considering how to explain its operating conditions, validation methods and response to failure. A demonstration video can show normal operation, but cannot by itself establish reliability during a malfunction, an operating error or an emergency.

For product development, safety validation is best considered alongside design choices rather than added as paperwork once a feature is fixed. Identifying designs that could affect emergency operation earlier makes it easier to align structure, interfaces and user instructions. This is an operational interpretation of the proposed approval approach, not a claim that every manufacturer already follows the same process.

Different functions require separate assessments

Proposals prohibit fully concealed handles, require physical emergency controls, and disable zero-gravity, rotating and bed-mode seats while driving.3

Folding and flexible displays would also be prohibited.4

Equipment, the way a function is used, and the vehicle's operating state are distinct issues. Collapsing them into one broad conclusion could mislead consumers and obscure the engineering risks that need attention.

For a driving interface, a useful question is whether a critical action remains easy to identify and perform when someone is stressed, lighting changes or the main interaction method becomes unavailable. Functions that change seating posture warrant separate consideration for rest while parked and use on the road. Those distinctions help assess compatibility between safety and convenience, rather than simply comparing feature counts or novel appearances.

Testing also puts development schedules under scrutiny

Proposed minimums: 30,000-kilometre reliability trials; one-year environmental-adaptability validation.5

Distance and time provide checkable thresholds. Evaluating the quality of validation also requires knowing which conditions are covered, how failures are recorded and whether changes are tested again. Completing a distance does not establish that every risk has disappeared; a failed test does not necessarily establish that a design can never work. What matters is whether problems can be identified, explained and corrected.

Manufacturers reviewing development plans in this light should compare launch timing with the evidence available. More testing could affect launch schedules while potentially reducing later rework. Actual costs and benefits depend on the product and implementation; the draft cannot establish a particular manufacturer's future profit impact.

The final text and implementation still matter

For now, policy direction and final obligations remain distinct. How consultation responses are incorporated, whether clauses change and how applicable products are defined will require subsequent official texts. Owners should not infer from a consultation alone that a component in their existing vehicle must be replaced.

The substantive question for automotive innovation is whether the convenience of new features is matched by demonstrable safety. Evaluating eventual results should involve looking at clearer operating limits, whether testing uncovers real risks and whether products become easier to operate during failures, rather than merely counting additional application fields.
