China’s employment priorities: service-sector jobs and local support

Employment priorities include service-sector jobs, residence-based support and skills training. The State Council’s existing five-year plan brings these measures into a common framework.

Beyond aggregate progress, employment policy is addressing where jobs come from, how services reach workers and how skills match demand. The State Council's employment-first plan for the 15th Five-Year Plan period, issued on June 11, already places service-sector job expansion, employment services and vocational training within a common framework.2

From aggregate data to employment experiences

January–August 2026 surveyed urban unemployment averaged 5.2%.3

Annual progress, labour-market conditions and job quality require separate assessment. Understanding employment experiences across ages, industries and cities also requires more detailed breakdowns.

Service-sector expansion already has specific industrial directions

The ministry will work with other departments on a document promoting employment through service-sector development.4

The June State Council plan identifies domestic services, eldercare and childcare as areas for job expansion. It also calls for richer cultural, tourism and sports offerings, local restaurant brands and industry clusters, and more employment in accommodation and catering. Business services include scientific and technical services, modern logistics, software and information services, and supply-chain finance, with an emphasis on specialisation and attracting skilled workers.2

Staffing conditions differ across these fields. Household care services require attention to trust, skills and continuity; professional services for businesses depend more on client demand and specific capabilities. Turning policy into stable jobs requires connecting training and business conditions with real demand rather than treating services as a single, uniform employment channel.

Nearby access and residence-based services can complement each other

Plans envisage residence-based assistance and a 15-minute employment-service network.5

The existing State Council plan calls for province-wide public employment-service lists while encouraging distinctive local additions. It envisages an improved national employment information database, a China Employment public-service platform and public employment services on campuses. For rural migrant workers it promotes basic public services at their usual residence; for flexible workers it calls for standardised casual-work markets.2

If these arrangements connect effectively, workers could obtain advice, job matching or training information where they live, reducing repeated searches across institutions. Convenient service points also depend on current vacancy information, continuity of assistance and consistent information across channels. Opening a new office is only one part of service capacity.

Training, pay and job quality need to advance together

The State Council plan links job demand, skills training, assessment and employment services. It promotes project-based and order-based training, with training subsidies reaching employers and participants directly. It also calls for better minimum-wage adjustment mechanisms, skills-oriented pay systems and enforcement of working-time and rest requirements.2

That broadens the assessment beyond the number of jobs added. Whether training meets real needs, stronger skills lead to better conditions and employment lasts after recruitment are important tests of implementation. Clear skills requirements help employers recruit and develop staff; predictable pay and conditions influence whether workers accept and retain a job.

The next question is whether local services, training and employer demand connect. Aggregate data tracks progress; implementation determines whether opportunities become sustainable work.
