U.S. releases battery industry strategy and launches manufacturing accelerator: goals and actual capacity must be distinguished
The U.S. Department of Energy set supply-chain goals for 2030 and technology and manufacturing goals for 2035, and launched a battery manufacturing accelerator linking national laboratories, academia and industry.

The U.S. Department of Energy (DOE) released a battery strategy on October 28 and announced the launch of the Battery Manufacturing Accelerator, or BattMan. The strategy seeks a more connected domestic battery supply chain by 2030 and leadership in battery technology and manufacturing by 2035. The accompanying consortium is led by Pacific Northwest National Laboratory and is intended to bring together other national laboratories, universities and companies. Its focus is on the problems encountered in moving new materials from the laboratory into repeatable, affordable manufacturing. This is the launch of a strategy and a consortium, not the completion of new factories or the delivery of capacity.12

A demand forecast is not delivered capacity
The DOE document cites BloombergNEF's June 2026 base-case forecast, under which U.S. battery demand for transportation and energy storage would rise from 179 gigawatt-hours in 2025 to 707 gigawatt-hours in 2035. These figures describe a future demand scenario, not installed capacity already achieved in 2035 or confirmed orders. Even if demand growth materializes, it does not guarantee that U.S. domestic production will capture the additional share; material supplies, manufacturing yields, costs and market competition will still determine actual outcomes.2
The focus is the link between materials and manufacturing
The strategy specifically targets the middle of the supply chain: refined chemicals, cathode and anode materials, electrolytes, separators and related stages. Expanding cell and battery-pack assembly alone will not automatically fill gaps in these inputs. The document also proposes narrowing the gap between research and commercial mass production through pilot, demonstration and validation facilities, while including production processes, quality control and grid applications among its priorities. The BattMan announcement proposes using advanced manufacturing, digital twins and process monitoring to identify problems early. These are activities the consortium intends to undertake, not evidence that costs have already fallen or commercialization timelines have already shortened.123

Goals still need to be tested against project results
The policy's verifiable results should eventually be identifiable participants, funding and contracts, operating demonstration lines, qualified products and consistent shipments—not the target years themselves. The strategy shifts the focus of competition from “how many battery projects have been announced” to “whether a supply chain connecting materials, processes and applications can be established.” The information currently available, however, is insufficient to quantify its actual effects on battery prices, employment or global market share.
